The date of a lunation depends on where you stand
Every time in this table is computed in UTC, because a single reference is the only way to keep twelve months of arithmetic consistent with each other. Three of the twelve full moons in this calendar fall within ninety minutes of midnight UTC - 24 December at 01:28, 19 June at 00:44 and 20 February at 23:23 - and each of them shifts by a date across part of the world. The new moons do the same, with 9 December landing at 00:51 UTC. Where the tradition matters to you and the hour is that close, the practical answer is to treat both dates as blocked rather than to argue with the clock. Away from those edges the arithmetic is unambiguous, and December's favoured dates - the 1st, the 2nd and the 26th to the 29th - sit nowhere near a lunation.
