The sign of a full moon is decided by the calendar
Run that rule forward and the whole year lines up. February's Sun in Pisces gives a full moon in Virgo on the 20th, March gives Libra on the 22nd, and April and May both give Scorpio. Across the twelve months of this calendar the sequence visits eleven of the twelve signs; Aquarius is the one that never comes up, because a full moon there needs the Sun in Leo, and by 28 August 2026, when the first full moon of this calendar arrives, the Sun has already moved into Virgo. Because Leo is one of the two signs the haircut tradition favours, and because the tradition also blocks the day of an exact lunation, the two rules are guaranteed to collide every January. Here the collision costs the 22nd and leaves the 23rd to the 25th, which is arithmetic rather than misfortune.

This is folklore, not dermatology: the Moon’s position on this page is computed with Swiss Ephemeris, no research links the phase to hair growth, and a haircut on an “unfavourable” day harms nothing. How the rules work.
