The yearly handover from waning to waxing
Phase is nothing but the angle between Moon and Sun. When the Sun sits in Leo, as it does every August, a Moon in Leo is close to it and therefore new. When the Sun has moved round to Aquarius, a Moon in Leo stands opposite it and is full. Between those extremes the Moon reaches Leo a little later in its cycle each month, and somewhere in the spring it stops arriving after the full moon and starts arriving before it. In 2027 that month is March: the run of the 18th to the 21st sits on the growing side, and every run after it through July does the same. Since the tradition treats waxing and waning as different instructions, the calendar it produces is not symmetrical across a year - it has a half for length and a half for shape.

This is folklore, not dermatology: the Moon’s position on this page is computed with Swiss Ephemeris, no research links the phase to hair growth, and a haircut on an “unfavourable” day harms nothing. How the rules work.
